Junta de Andalucia cuts conserjeriasPresident of Andalucia José Antonio Griñán has confirmed this afternoon that the Junta de Andalucía is to cut two ministries in an effort to save money and redtape.

President Griñán also confirmed that he would be carrying out a major reshuffle of ministers in Seville as part of the change.

The two ministries to be cut are Justice & Public Administration (Justicia y Administración Pública ), and Housing and Zoning ( Vivienda y Ordenación del Territorio).

The duties of these two previous ministries will be absorbed into other departments of the Junta de Andalucía. This means the Junta will be reduced from 15 to 13 conserjerías.

It does not appear that either Begoña Álvarez , head of Justice, or Juan Espadas, head of Housing, will have a portfolio in President Griñán's new regional government.

Other ministers who will be replace are the heads of Innovación, Ciencia y Empresa, Martin Soler; Employment Antonio Fernández; Culture, Rosa Torres; and the environment, Rosa Torres.

Meanwhile, Manuel Recio , a deputy from Almería, becomes the new Andalucian Minister for Education. In all, the new cabinet will be formed of seven men and six women.

The new ministers are expected to be sworn in tomorrow morning, in a ceremony in the Monasterio de Santa María de las Cuevas de la Isla de la Cartuja, in Sevilla.

And veteran PSOE deputy Rosa Torres has been recalled from Madrid to become to new nº 2 in Andalucia, assuming the post of Vice President of Andalucia.

It is not yet known what effect the reduction in ministries will have on the illegal home scandal in Andalucia. Vivienda y Ordenación del Territorio is a new department which was created in 2008 to solve the housing crisis in Andalucia.

The final makeup of the government is:

-Presidente de la Junta de Andalucía: José Antonio Griñán Martínez
-Consejera de la Presidencia y Portavoz del Gobierno: Mar Moreno Ruiz
-Consejero de Gobernación y Justicia: Luis Pizarro Medina
-Consejera de Hacienda y Administración Pública: Carmen Martínez Aguayo
-Consejero de Educación: Francisco Álvarez de la Chica
-Consejero de Economía, Innovación y Ciencia: Antonio Ávila Cano
-Consejera de Obras Públicas y Vivienda: Rosa Aguilar Rivero
-Consejero de Empleo: Manuel Recio Menéndez
-Consejera de Salud: María Jesús Montero Cuadrado
-Consejera de Agricultura y Pesca: Clara Aguilera García
-Consejero de Turismo, Comercio y Deporte: Luciano Alonso Alonso
-Consejera para la Igualdad y Bienestar Social: Micaela Navarro Garzón
-Consejero de Cultura: Paulino Plata Cánovas

Well, wasn't that timely! The very ministeries which, had they been efficient, rather than cut, should have helped the problems of almost a quarter of a million citizens. But now is a good time to take a European perspective on this absurd situation and maybe the dissoluton of the ministries in name and action is fortunate. There is a rapid solution which does not include the massacre of some of Spain's best and most loyal investors . Let the independent commissions called for by the Anti Abuse Associations and the Auken Report be incorprated now. It's time....for everyone's sake. Citizen Advocate
