This is also happening in Northern Spain to Spanish. What the Spanish have done is through their collective lawyer, frozen all the bank accounts of The Mayor, Architect, Builder, and anyone else that was involved in allowing the illegal building to proceed. If their houses are demolished, they will get an amount of money to rebuild their homes and lives.
